Different types of applicants from health facility owners, Medical Directors, City Health Officers, doctors and allied health professionals, liaison officers, and other partner agencies visit the Regulations, Licensing and Enforcement Division and leave contented.

The REGULATIONS, LICENSING AND ENFORCEMENT DIVISION (RLED) team, under the management of Dr. Jeremias Francis Y. Chan, is committed that the public will be provided with safe and quality healthcare services through regulation of both public and private healthcare facilities; such as Level 1 Hospitals, Primary Care Facilities such as Infirmaries and Birthing Homes, Psychiatric Care Facilities, Clinical Laboratories, Water Laboratories, Blood Service Facilities, and Dental Laboratories in the National Capital Region.

As of March 20, 2017, RLED NCRO has a total of 1,117 licensed/accredited healthcare facilities. Out of these facilities, 298 facilities were inspected/monitored/surveyed and 59 facilities were issued Notice of Violation; 117 Cease and Desist Order were issued as well.

These accomplishments were spearheaded by three (3) teams composed of two (2) Medical Officers, twelve (12) Licensing Officers, one (1) Medical Technologist, one (1) Administrative Assistant, 3 Job Orders (allied professionals), and other support staff.

Furthermore, we also see to it that we advocate our informative website to all clients for the necessary forms and guidelines pertaining to licensing and regulation in order to save time and money for them and resources for the government.

The National Capital Region is a highly urbanized region with increasing number of healthcare facilities being regulated and advanced in terms of technology. Yet, we have still managed to function efficiently and effectively. This is by maximizing our human resources, logistics, and use of technology through the accessible database system developed by Dr. Jeremias Francis Y. Chan.

True enough, as the saying goes: “Customer Service begins and ends with a SMILE”, the RLED NCRO has been observing this practice to serve the clients nothing but the best.  Even though clients are loaded with requirements pursuant to DOH standards, we ensure that they will receive the best technical assistance and service to be able to comply; thus, leaving the RLED door, always, with a smile.
